The main aim of the Index of NGO capability (INGOC) is to analyze and systematize state in the sector, inspire actions and point the possible field of effect of those capable of affecting the further development of the NGO sector in Serbia.

Innovative way of Serbian NGO's capacity measuring

INGOC is the mean of assessing capacity and organizational development of an NGO through which, they monitor their own development and fulfillment of standards in order to act in a more effective manner. Shortly, INGOC is a new instrument. The INGOC is a two level measurement tool adapted to 25 basic and 25 advanced organizational capacity statements/indicators. Basic statements follow the level of development, procedure implementation, legal requirements fulfillment, and usual, key organizational processes. Advanced statements are formed so the index points out the good examples of organizational processes and direction for further development.

Statements are grouped into 5 aspects of the organizational performance:

1) Governance, 2) Human Resources Management, 3) Financial Operations, 4) Programming, 5) Communication and Collaboration.

NGO sector in Serbia analysis mechanism

INGOC does not consider correctness of the answers - more exactly, there are no correct and incorrect answers. Our goal is to get the realistic picture of the NGO sector and answers to the questions such as: Why an NGO exercises certain processes and what result does the process yield? What are the fields of performance that should be further developed, and what are the good developed ones? What are the lessons learned that developed organizations could convey to the less developed, in the NGO sector in Serbia?

In such way INGOC analyzes current state and points out the course of further development, avoiding becoming any kind of ranking list of NGO’s in Serbia.

INGOC assists NGO to commence the process of self-evaluation, which is objective because it is conducted by the set of standards and gives an opportunity to each NGO in Serbia to utilize this tool later in its (self-) development.

Source of useful information

Based on the analysis of the collected data and the conducted capacity evaluation, ProConcept will form a data base. Data will be available on the Internet site, as well as in the monthly presentations and publications.

ProConcept will present the results by aspects of the Index or by the separate statements. Through data analysis, we will try to show why activities of certain NGO’s are self-sustainable, or why their Projects are implemented in a long-run, or why they have low expenses, or why their organization is more efficient in its performance, or why their links to the other domestic, as well as, international NGO’s are strong, etc.

Detailed display of the collected data, related to one NGO, will be exposed publicly only with the written agreement of the NGO in question. Without the prior consent of the NGO, only the final result and the aspects’ results will be available.
