Due to the expansion of INGOC tool in Serbian NGO
sector, index value in total went down. In aspect
of top ten NGOs, index value went up.

From these results we can draw conclusion that NGOs
which participated in both cycles made improvement
in all aspects except in aspect of communication and
collaboration. In this aspect the Index is decreasing
which can be result of reformulating of indicators.
